In lev 19:19 it tells of having no tatoos, how were these laws deemed as unnecessary?

The scripture Reads:you must not to put upon yourself a garment of two sorts of thread mixed together.Lev 19:28- It is a health issue and remember your body is you temple and is conceived as self mutilation.This command was under the Mosaic laws and many were for health issues while they wandered in the wilderness.
